Coconino Republican Treasurer Files Police Report When Over $8,000 Goes Missing

UPDATE: Due to a cease and desist letter from the lawyer of Joy Staveley, I have posted updates, clarifications and retractions as requested. Those are in bold.

The ongoing saga of corruption and bizarre activity in the Coconino County Republican Party continued today when CCRC Treasurer Ray Jordon was forced to file a police report after he discovered that the bank account for the County organization had been drained of over $8,000.

This evening Mr. Jordan sent the following email to elected Republican Precinct Committeemen in Coconino County:

“Hello Coconino County Republicans,

Today all our money was taken out of our checking account. $8,326.33 was withdrawn from our checking account, leaving a zero balance.

In January I had added Joy Staveley as a co-signer to the account and she subsequently gave Compass bank a letter stating that I was no longer the treasurer and had my name removed from the account. I don’t know for certain who signed the check removing the money, but as far as I know Joy Staveley was the only person who could sign.

I have filed a report with the Flagstaff Police Dept.

For those trying to keep up with the drama, here are the facts:

On December 15, 2012 Ray Jordan was re-elected Treasurer of the CCRC by a majority of Coconino County Precinct Committeemen.

On March 4, 2013 CCRC officers sent Ray Jordan a letter telling him to resign or they would remove him from office.

When Ray refused to resign, CCRC Chair Joy Staveley went to the bank with a letter saying that Mr. Jordan was no longer the treasurer of the CCRC. She also had his name removed from the Secretary of State records. *When she tried to tell the State GOP that Ray was no longer treasurer the state told her that she had overstepped her authority.

*Ray Jordan contacted me and told he that he had called the State GOP and they told him that Joy Staveley was told by State officials that she was overstepping her authority. Like most media, I report the information I am given by witnesses and credible sources. BUT, since I was not personally involved in this discussion and have no material proof, I will retract the above statement.

CCRC bylaws clearly say that the only way to remove an officer is through a vote by a quorum of elected Precinct Committeemen:

“Section 5: Removal of Officers: Any elective officer of the County Committee may be removed at any time by a vote to that affect by the membership of the County Committee, present or by proxy, at any meeting, provided that the total number of such votes cast constitutes a majority of the total membership of the County Committee.”

Since a vote by elected Precinct Committeemen never took place, Ray Jordan is still the legal treasurer of the CCRC. *It is against every procedure, bylaw and statute for Ms. Staveley or any other officer of the CCRC to transfer or remove the funds from the established CCRC bank account.

*Rose Law Group says CCRC Bylaws Art. VII, section 7a empowers Joy Staveley to transfer CCRC funds into a new CCRC account. Ms. Staveley did, in fact, make such a transfer of CCRC funds. I retract the statement saying she cannot remove funds without notifying the treasurer, as well as any statements that the funds were simply removed and not transferred to a new account.

As treasurer, Mr. Jordan is responsible for the funds in the bank account. When he found the money missing he filed a police report.

As of this post, the CCRC has not issued a statement explaining where these funds have gone. Every Precinct Committeeman that I have talked to is completely in the dark as to where the money is.

UPDATE: CCRC Chair Joy Staveley issued a statement this morning saying that the funds have been transferred to another account.  She still has not said why the funds were transferred to a new account or what bylaws and statutes give her the authority to go over the head of an elected treasurer and take charge of the money.

    I believe that law and bylaw require that ONLY the treasurer can sign checks… But I will have to check to make sure.
    How about a little prison time? Say, 366 days in the big house with 336 days suspended? A little taste for embezzlers and election law violators, to help make sure the rest of the party understands rule of law, and where reality lies, eh?

    UPDATE: Earlier tonight I received an email from CCRC 3rd Vice Chair Richard Mihalik accusing me of running articles with “Enquirer” headlines. To that I ask, what is inaccurate about the title? The treasurer and elected precinct committeemen (of which I am one) have no idea where our money went.

    Richard also says that I make false accusations against Joy in this post. Again, all I am doing is relaying information from the rightfully elected treasurer of the CCRC that Richard, Joy and others illegally tried to strip of his position.

    In an earlier comment I said “Richard’s email just continues to prove that CCRC is run by a bunch of corrupt thugs who will lie, cheat, threaten and steal to get their way.” Joy Staveley is most certainly not a thug who will lie, cheat, threaten or steal to get her way. I retract that statement.

    EDIT: NEED PROOF? Just ask Ray Jordan, Drake Mitchell and John Kistler what it’s like to be illegally removed from office. Look at the falsified minutes the CCRC leadership tried to approve at the last meeting:

      Since “$8000” is not “missing,” the headline would seem to be misleading, if that is the headline in question.

      Accusations don’t constitute proof, or all the Republicans in the state would be in jail courtesy of the Arizona Republic.

      There may be wrongdoing or simply mistaken behavior, there may be a story here, but it doesn’t sound like the story you are presenting, not without real proof of malfeasance.

      Ray made this story public and therefore open to non-libelous comment, but calling someone by implication and without proof a “corrupt thug[] who will lie, cheat, threaten and steal to get [his] way” is awfully close to the line.

        The $8,000 + was missing when I wrote this article. It wasn’t until this morning after tons of pressure that CCRC Chair Joy Staveley confessed to transferring the money to another account. Until this morning, the money was missing.

        Lastly, I have all the proof I need and people ready to testify under oath if that’s what you’re looking for. Read my past blogs. Talk to Ray Jordan who was illegally stripped of his elected position. The evidence is documented very carefully.

    How many local and state laws will the CCRC Chair and cohorts break before they get jail time?
    This is disgusting and yet not surprising with the lying, back stabbing and closed door methods they have been regularly using to illegally keep the majority of PC’s from their legal votes.
    How will the youth in our community ever want to get involved to make this a better place if all they get are groups like this stomping on their rights and breaking rules and laws to meet their own selfish power hungry agenda?

        They want complete control of the organization. They will do anything they can to make sure they have complete control. Again, proof:

        How about stripping two rightfully elected State Committeemen of their rightful positions?


        How about trying to approve falsified minutes?

        If you made someone the president of napkins at the McDonalds on Milton some people would still get a power trip. “No, you don’t need that many napkins, no more for you!”

        But, since we are being serious, how about the two PCs who were denied their place as state committeemen? How about when a Chair decides she can remove an elected treasurer without having a vote? I’d say both of these instances are abuses of “power”, and given the escalation they are “hungry” for it. Not terribly difficult to see how there is power to be had, and abused. It doesn’t have to be a lot of power for it to make people do stupid things.

        Read the details in the blogs and educate yourself!
        I’ve done a lot of thinking about Joy and her treachery since the Convention on May 12th, 2012 when she sat next to me whispering how vile my friends I and are for not voting for Romney.
        At least 5 times she told me I was not a real Republican and has done her darnedest to shut everyone of the PC’s that do not side with her out of votes and commissions.
        I am here to vote MY CONSCIENCE and her constant stabs will not stop that.
        When I repeatedly asked her to stop because I was in an emotional upset over my husband dying just THREE DAYS prior, her reaction was to call me out by name on a public blog for dropping the F bomb ONE time that day.
        It was after she and many speakers had told the crowd to stop supporting Ron Paul and vote for Romney.
        She is not going to need someone to yell that word at her, for she has done it to herself in black and white this time.

        Yes it got personal and I am disgusted!!!!

      Thanks Ray. The purpose of this blog is to get the truth out to the public no matter how inconvenient the truth is. Hopefully more people will start paying attention to the corruption in the CCRC.

    If you’re not outraged at the actions of this corrupt band of thieves — you’re either in the club or delusional. If one person is delusional it’s called insanity. If a large group suffer from a delusion (that the GOP is our salvation from the DemoCrips) well, it must be a cult. No KoolAid for me, GOP. I’ll sit every election out.
